Peace and development

BICC offers consultancy on demobilization and reintegration (DD&R).

With the support of the European Union and the ICTJ (International Center for Transitional Justice), BICC gave advice to the National Commission on Reparation and Reconciliation in Colombia with regard to questions of disarmament, demoblization and reintegration (DD&R) of ex-combatants. A new project, on behalf of the German Technical Cooperation (GTZ) is continuing this work since 2008.

BICC evaluates demobilization and reintegration processes.

  • In the framework of the TRANSTEC-consortium. BICC evaluates demobilization and reintegration processes of EU development support for third countries.
  • With the support of the Norwegian Ministry of Foreign Affairs, BICC studied the first results of the peace process which had started in 2005 in the Indonesian conflict region of Aceh. The result is a survey of disarmament, demobilization and reintegration (DD&R) which became the basis for recommendations on the planning of future crisis management missions and DD&R programs.

BICC studies international peace missions.

  • BICC developed a methodological framework to evaluate the contribution of actors of development cooperation to UN peace missions.
  • In a concept paper, BICC studied the scope of action of the UN Peacebuilding Commission and gave suggestions for improvement.
  • BICC examines Integrated Missions and analyzes UN-Missions in Haiti (MINUSTAH), in Sudan (UNMIS), and in Liberia (UNMIL).

BICC explores the nexus between development and peace.

BICC analyzed the role of development policy in the civilian ESDP - European Security and Defence Policy) and demanded more strategies and mechanisms for more political coherence.

BICC conducts research on the role of the security sector.

  • BICC analyzes the security sector in semi-authoritarian regimes in Central Asia and developing countries.
  • BICC analyzes the role of private security companies in crises and conflicts.
  • BICC studied air- and seaports as zones of critical infrastructure.

BICC gives advice to the German Federal Government in the framework of the action plan "Civilian crisis prevention, conflict resolution and peace conciliation" .

BICC participates in the civil society advisory board "civilian crisis prevention" (zivilgesellschaftlicher Beirat "Zivile Krisenprävention"), which was created by the German Federal Government to obtain expert support and advice for its Interministerial Steering Group "Civilian Crisis Prevention".

BICC studies topics on and conflicting areas in civil-military relations (CIMIC).

BICC has developed a guide which introduces six select issue areas which concern the kinds and differences of cooperation between civilan and military actors and recapitulate the historic development of the discussion.

BICC investigates Early Warning for crises.

The project "Early Warning - Early Action", which was carried out on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), looked into development policy instruments for an early prevention of crises and gave an overview of the practice in OECD-countries.
