<span style="font-family:Arial" lang="EN-US">The sixth&nbsp;<link http://www.dw.de/global-media-forum/about-us/s-30972 - external-link-new-window "Opens external link in new window">Deutsche Welle Global Media Forum</link>&nbsp;underlines that sustainable economic development and the role of growth have long been sociopolitical issues in which the media play an important role. On the one hand they are to deliver information and knowledge to broadly educate and sensitize the general public. On the other hand, they are expected to be watchdogs, spotlighting problems and holding those responsible accountable for their actions. How can the media meet those expectations? The Deutsche Welle Global Media Forum will provide the setting to develop interdisciplinary approaches to building an economy fit for the future.</span>
<span style="font-family:Arial" lang="EN-US">Experts from the fields of politics, business, finance, culture, academia, civil society and the media will jointly explore fundamental concerns, such as: What opportunities are presented by new economic values? Is growth imperative to increasing prosperity? How can the media help to raise awareness of sustainable consumption and responsible use of resources? How can fair competition be assured at local, regional, national and international levels? Can interaction between stakeholders be improved? What potential do digital media have to inspire interactive participation in the economic dialogue, especially among younger generations?</span>

			<content:encoded><![CDATA[In the study, author Jan Grebe also takes a closer look at the effects of austerity measures on the European defense industry and the shift towards non-European markets.&nbsp;
Against the background of a changing environment after the end of cold war, EU Member States agreed on the introduction of the EU Code of Conduct and later the EU Common Position on Arms Exports to harmonize their arms exports. The objective of high common standards for arms exports has led to a better harmonization among EU Member States. EU Member States apply the Criteria of the EU Common Position differently over time and use a number of Criteria, for example, Criteria two and seven, more often than others. Yet, there continue to be differences in the implementation as well as the interpretation of the Criteria of the EU Common Position. In case studies of Saudi Arabia, Russia and North African states the author highlights the difficulties of coherent and harmonized arms exports.&nbsp;
Despite some efforts in the last fifteen years, there continue to be some problems to achieve high common standards for arms exports. The level of reporting and transparency needs to be improved and national parliaments need to ensure a timely publication of arms exports data. Consideration should be given to introduce a consultation mechanism for post-embargo countries as well as countries of concern. A better review of the interpretation and application of the Criteria of the EU Common Position would improve the level of harmonization among EU Member States. The role of the European and national parliaments need to be strengthened and the European parliament could act as a facilitator to stimulate the discussion among national parliaments.&nbsp;

<span style="font-size:11.0pt; font-family:&quot;Century Gothic&quot;,&quot;sans-serif&quot;" lang="EN-US">To provide a better picture, the authors Utz Ebertz and Marie Müller have divided the paper into three parts. First, a short historical introduction will trace the evolution of the present landscape of actors in the Angolan diamond sector in the course of the country’s civil war. Second, the paper sketches the current business and security network connecting the MPLA government, the generals and international businesses in the Angolan diamond sector. Third, it addresses the record of massive human rights violations in the Lundas, associated with this network of security and mining actors.&nbsp;</span>
<span style="font-size:11.0pt; font-family:&quot;Century Gothic&quot;,&quot;sans-serif&quot;" lang="EN-US">Finally, some recommendations deal with the question of how to react appropriately to the outlined situation in Angola’s diamond mining areas. 			<content:encoded><![CDATA[Electronic devices could enhance substantially the safety and security of firearms. Devices designed to constrain the use of a weapon to the legitimate user, to prevent the use in certain areas, to disable a firearm via remote control, or to record and monitor its use are either already available or technologically feasible. Such smart technologies could contribute substantially to combating the illicit use of firearms, stopping diversion of weapons into the illicit sector, avoiding accidents, or impeding suicides. However, although we recognize the improvements to safety by electronics in many other contexts, including cars, aircraft or machinery, the use of smart technology in firearms remains, so far, very limited.
To enhance the debate, the German Foreign Office is planning a conference on the potential of smart technology for the control of small arms and light weapons (SALW). While safety issues (e.g. avoidance of accidents) will play a role, a focus will lie on the potential of smart technology for security and development, including combating diversion, improving PSSM (Physical Security and Stockpile Management), supporting export controls, fighting terrorism and organized crime.&nbsp;
Issues to be discussed include
<ul><li>Background and statistics</li><li>Technology</li><li>Combating corruption</li><li>Improving PSSM</li><li>Securing weapons of particular security sensitivity, such as MANPADS</li><li>Post-conflict contexts / contexts of high and organized crime</li><li>Monitoring export controls</li><li>Legislation enabling smart technology (on a national/ international level).</li></ul>

			<content:encoded><![CDATA[The plight of women in Afghanistan has been a critical issue for years and one that both &quot;Alternative Nobel Prize&quot; laureates Sima Samar from Afghanistan and Monika Hauser from Germany can report on extensively. Sima Samar is an Afghan physician and human rights activist, who has been involved in improving the situation of Afghan women and girls for many years. Monika Hauser founded the organization &quot;Medica Mondiale&quot; in 1993, which seeks to support traumatized women and girls in areas of war and conflict. The organization started operating during the civil war in former Yugoslavia and has become active worldwide since. Mrs. Samar and Mrs. Hauser have been awarded the &quot;Alternative Nobel Prize&quot; (Right Livelihood Award).&nbsp;
On the same day, Sima Samar will attend the &nbsp;event “Mobilization for Change: The work of ‘Alternative Nobel Prize’ winners in India and Afghanistan” at the &quot;Rheinisches Landesmuseum&quot; at 7 pm. Together with Ruth Manorama, an Indian human rights activist and laureate of the &quot;Alternative Nobel Prize&quot;, Mrs. Samar will talk about her work.

The research organization will also engage in the program of Tent 14 with talks, discussions and a movie screening of “War is Business”. BICC’s program activities are under the title “Natural resources in Africa–Riches causing poverty?”

			<content:encoded><![CDATA[Based on field research in Juba and Melut County in late 2011 and the outcomes of a stakeholder workshop conducted in late 2012, this publication attempts to answer two questions:
<ul><li>Has the relationship between the oil company under review operating in Upper Nile State and the local communities changed after independence of South Sudan, and if so how?, and&nbsp;</li><li>Which initiatives have local inhabitants taken to improve their living conditions in the oil field?</li></ul>
&nbsp;In analyzing the local conflict, the publication reveals the development of different social orders and their ways of accessing resources, providing security, and internal relations of power as a war legacy. The study ends with recommendations to political decision-makers, investors, and community representatives on how to tackle structural causes of exclusion and their inherent potentials for conflict. The main proposition is to expand and diversify the local livelihood options which rely mainly on oil revenues towards agricultural development and vocational training in technical, mechanic and construction skills required in sectors linked to the requirements of oil production.
