The redevelopment process of former bases is markedly behind the restructuring of the arms industry. A re-use of some of the bases will not be possible for some time to come, not only because of their geographical position but also because of the state they were left in by the troops. The amounts necessary for an environmental regeneration can only be made available over a long period of time.
