Arms Exports Report 2015
On 17 December 2015, the Joint Conference Church and Development (GKKE) presented its Arms Exports Report 2015 in Berlin. A stop of all weapons deliveries and arms exports to Saudi Arabia is one of its key demands.
According to the Arms Exports Report 2015, an export license for patrol boats is not acceptable, even if this is the pure implementation of the former government’s decision. The GKKE criticised sharply the human rights situation in the country, adding that the relationship of the Gulf monarchy to the Salafists and their organisations also contributes to destabilising the region.
The GKKE Arms Exports Report 2015 shows that there was a marked increase in Germany’s approvals of arms exports in the first half of 2015—also to non-EU and NATO states. Amongst these, numerous countries continue to have a difficult human rights situation and find themselves in internal and regional violent conflicts.
The Report gives a positive assessment of the improved transparency in German arms exports policy. It results from a timelier publication of corresponding government reports and information in the parliamentary committee. The Report also recognises the new basic principles for the export of small arms presented by the German government and remarks that these principles will now have to be implemented quickly—just like an effective control of the final destination and use of the armaments. This could be the case if the announced local post-shipment controls are promptly put into practice.
BICC chaired the Expert Group on Arms Exports of the Joint Conference Church and Development (GKKE) until November 2015 and, as the leading expert, contributed to the annual Arms Exports Report.
