Pilot Training of a Multi-phase Regional Physical Security and Stockpile Management (PSSM) Competence Building Seminar in Jaji, Nigeria.

From 8 to 12 October 2018, the Economic Community of West African States (ECOWAS) Commission and its Small Arms Division, with technical support from the Multinational Small Arms and Ammunition Group (MSAG), and the Bonn International Center for Conversion (BICC), conducted the initial training of a multi-phase Physical Security and Stockpile Management (PSSM) Competence Building Seminar in the ECOWAS region.

This course took place at the Martin Luther Agwai International Leadership and Peacekeeping Center (MLAILPKC) in Jaji, Nigeria and was attended by 20 participants from police and military forces from 12 of the 15 ECOWAS Member States.

The objective of the course was to enhance the participants’ technical knowledge of weapons and ammunition management and storage-keeping. The training curriculum was based on a series of PSSM modules that have been developed by MSAG and accurately align with principles related to effective weapons and ammunition management practices and standard operating procedures (SOPs) outlined in the International Small Arms Control Standards (ISACS) and the International Ammunition Technical Guidelines (IATGs). During this course, participants were led through a series of participatory lectures covering Risk Management, Ammunition Basics and Ammunition Marking, Storage, External and Internal Physical Security of Storage Sites and Stockpile Elimination. The participants were also exposed to a practical demonstration, where they had the chance to conduct assessments in team of the Internal and External Security, Ammunition Storage Facility and Weapons Storage Facility of a live storage site.

Following the course, the German MSAG Instructors were able to identify eight candidates to move forward as instructor candidates. Among them, one female instructor candidate was selected. These instructor candidates will, in a second step, be invited to partake in further trainings aiming at equipping them with the tools and resources to become PSSM trainers themselves.
