Friedensgutachten 2015 launched
On 9 June the Friedensgutachten (Peace Report), funded by the German Foundation for Peace Research (DSF) and published by the five major German peace research institutes, was presented in Berlin.
The call for more German responsibility is presently the main topic of the discussion on Germany’s role in the world. With their speeches held at the Security Conference in Munich in early 2014, German Federal President Joachim Gauck, Minister of Defence, Ursula von der Leyen, and Foreign Minister Frank-Walter Steinmeier opened up a debate on how this responsibility is to be shaped in concrete terms, and which consequences will result from this for Germany’s foreign and security policy.
Numerous conflicts challenge today’s world order. Whether it be in Ukraine, in Syria, or in Iraq: Global warfare shows worryingly that wars accelerate, expand to entire regions and consist of a vast number of actors. How is Germany supposed to react to these conflicts? Can Germany and Europe show leadership without dissipating their energies when jumping from one crisis to the other or without overreaching themselves? Which guidelines should German and European foreign and security policy follow in the future, and which alternative possible actions are there when we think of our responsibility for peace beyond military means—and take it seriously?
This year’s Peace Report takes up these questions and participates in the debate on responsible peace and security policy.
With a view to current crises and wars in Ukraine and the Middle East as well as regional challenges, such as the spread of Ebola in West Africa, we pose the question how a responsible foreign and security policy intended to serve peace is to be shaped both in terms of practice and norms.
