This concept paper puts forward a theoretical model for identifying and classifying types of causes of militant behavior. This model is intended to help improve the structure of pro-active prevention measures. BICC is thus providing a methodical contribution to identifying how a policy of crisis prevention can be implemented. In this, BICC is also conducting a “Stocktaking of the Instruments of Early Crisis Identification and Prevention in the OECD Member States” to supply comparisons and ideas in the field of Early Action.
