Research and development (R&D) conversion in Russia

The purpose of the report is to analyze the changes that have occurred in defense R&D since the onset of monetary and systemic reforms. It therefore summarizes the developments of the last four years, including studies of sectoral differences, regional and employment aspects, and institutional reforms. R&D performed by defense-related establishments in both military and civilian markets is discussed, focusing mainly on branch applied institutes. Production, operations and strategic impacts are ignored for the most part, and the defense manufacturing sector is mentioned only for the sake of comparison with R&D sector trends. State R&D policy is reviewed, as are shifts in innovation infrastructure and mechanisms. A brief analysis of international R&D cooperation concludes the report.
