BICC brief 17 “Russia’s Defense Industry at the Turn of the Century” shows that recovery in the defense sector after the crisis of 1998 was mainly the result of import substitution by middle-sized, privatized entities which sold significant parts of their production in barter transactions and which neglected their social responsibilities. However, while these last two factors can be efficient short-term solutions to crisis, they are hardly healthy in the long term.
