This paper intends to discuss the question of congruence and matching European Council and Commission SSR measures with respect to European Security and Defence Policy (ESDP) SSR missions. Main objectives are firstly to identify deficits regarding the connection between ESDP SSR missions with long-term support of SSR in countries in crisis, and secondly to identify how the sustainability of ESDP SSR missions can be improved. Basic characteristics of ESDP SSR missions are therefore briefly presented followed by an assessment of how Commission activities in ESDP missions match and complement SSR measures.
