Disarmament, Demobilisation and Reintegration (DDR) processes have increasingly evolved beyond state-centred and institutionally driven approaches. Contemporary conflict environments are characterised by fragmented armed actors, complex relationships between armed groups and communities, shrinking civic spaces, protracted violence and increasingly blurred boundaries between combatants, supporters and affected communities. These developments require DDR processes to place greater emphasis on locally rooted actors, community engagement and inclusive approaches throughout the different phases of a DDR process.
