Syrian Refugee Returns: What Policy Must Do

The German debate on swift returns of Syrian refugees is at odds with empirical evidence and Germany’s efforts to protect and integrate them. Evidence shows that premature return to insecure environments often leads to renewed displacement, undermining long-term development and stability goals in both host and origin countries.

Based on the new bicc policy brief Syrian Refugee Returns: What Policy Must Do, we discuss these risks and present responsible, sustainable policy approaches to support informed decision-making, protection and long-term reintegration. The authors Osman Bahadır Dinçer, Ruth Vollmer, Zeynep Şahin-Mencütek and Selina Engelberth recommend the following:

1. Allow refugees to travel to Syria to prepare for their return

2. Provide targeted support to those who may need or wish to return soon

3. Prioritise transitional support to foster conditions for sustainable return

4. Harness the potential of the Syrian diaspora through enhanced integration efforts

The event will feature Jamil Alyou, a member of the newly established Refugee Advisory Board Germany coordinated by bicc, as a discussant. He will offer reflections on the broader policy implications, assessing how its findings align with ongoing discussions on migration governance in Germany and beyond.
