In post-Yugoslavia, the international community engaged to an unprecedented degree in supporting ‘minority returns’—with ambivalent results. Experience shows that post-war returns launched under continued security risks, weak governance and structural barriers to reintegration are rarely sustainable unless key political, economic and social conditions are addressed.
