The German Peace Report - Insights into the Policy Advice to German policy-makers

For over forty years, Germany's four leading peace and conflict research institutes have jointly produced the German Peace Report (Friedensgutachten). Written with German policymakers in mind, it analyzes current violent conflicts and security developments and offers concrete, evidence-based recommendations for German and European policy.

This presentation examines the strengths and challenges of this long-running model of policy advice. It addresses three questions: how researchers balance academic independence with political relevance, how several institutions arrive at shared positions and how far the recommendations actually influence political decisions. It also considers the Peace Report's role as a bridge between research, politics, and the public, and what other forms of research-based policy advice can learn from it.
